The Dow is this site up 13 points, the S&P 500 is up 2 points, and the Nasdaq is up 2 points. Markets on Thursday are focused on the disappointing economic data out of Europe overnight. Second-quarter GDP in the eurozone was flat compared with the first quarter’s. Expectations were for the economic bloc’s economies to grow 0.1% collectively. Some of the biggest economies in the eurozone, including France and Germany , were among the most disappointing in the report. In the U.S., weekly initial jobless claims rose 21,000 to 311,000, missing expectations for a reading of 295,000.

He said the step was taken to defend U.S. personnel in the city of Irbil and protect religious minorities facing what he called a “potential act of genocide” from the Islamic State, the extremist group most recently known as the Islamic State of Iraq and Syria (ISIS). The escalation marks a turning point in the Obama administration’s foreign policy, which has avoided direct military involvement in Iraq and Syria until now. It’s been a cautious policy that has come under fire from Republicans and some military and foreign policy experts.

Residents in the area also said Islamic state fighters were still there.

The previous week’s revised level represents the lowest number of jobless claims since May of 2000, when claims hit 276,000.

The $16.3 billion measure also allows the Veterans Affairs Department to hire thousands of doctors, nurses and other health professionals at the VAs nearly 1,000 hospitals and outpatient clinics nationwide. Under the new law, employment rules will be revised to make it easier to fire senior VA executives judged to be negligent or performing poorly. Obama is traveling to Fort Belvoir, Virginia, an Army base 20 miles south of Washington, to sign the bill. Congress approved the measure last week before taking a five-week recess one of the few significant bills approved this year by both the House and the Senate. The legislation is a response to reports of veterans dying while awaiting appointments to see VA doctors and of a widespread practice of employees covering up months long wait times for appointments.
